There are best practices and lessons learned by some agencies with existing data governance programs that have successfully delivered real business value. State agencies are recommended to have a defined and documented purpose (e.g., mission, core principles, goals, objectives) for data governance describes how it and the data system support the state’s or agency’s policy and program goals.

 The next step is to provide the value of the data governance program and data system to the state, domain, organization and/or stakeholders documented, articulated, and communicated. Creating governance organizational structure such as having an information/data security representative responsible for identifying and evaluating security concerns, as well as making security recommendations.  This individual is also responsible for ensuring compliance with applicable laws and regulations. Then there is the implementation of technical and administrative controls and continuous monitoring of compliance.
